In this chaos, the Dinas Penataan Bangunan dan Pengawasan Gedung (the Department of Building Arrangement and Supervision) was the least loved government agency. They were the ones who issued the dreaded SKGR—the certificates of building worthiness—and, more often, the ones who pasted bright orange "UNAUTHORIZED CONSTRUCTION" stickers on the facades of illegal shops, unsafe penthouses, and malls built on swampy soil.
