Every ambulance operated by a licensed ambulance service shall have at least two attendants, each of whom shall be qualified in accordance with regulations of the department. Such attendants shall be on duty and available to respond to all calls for ambulance service at all times when the ambulance is on call or is being used to transport a patient.

No ambulance shall be operated on any way, as defined in section one of chapter ninety, unless it is licensed by the department and complies with the rules and regulations made by the department relative to the equipment of such ambulances and the minimum number of attendants to be carried therein. miaa 148
